Working with Kent County Council

Kent Highway Services is an alliance of three service providers working in partnership with Kent County Council. The partnership is being hailed as an innovative, groundbreaking approach to highways and traffic management that could form the model for local authorities all over the UK. TSEU is proud to be a working partner.

The Kent Highway Services Alliance was launched in June 2006 following six months of detailed negotiations and tendering. KHS is a partnership between Kent County Council and three service providers, Ringway, Jacobs and TSEU. As well as traffic management, the partnership provides services such as street lighting installation and maintenance, management of bridges and other structures, highway maintenance - including gullies, roads, footpaths and pavements - and management of roadside trees.

The task, as with any large authority, is huge. The figures speak for themselves. Kent's network covers more than 8,400km of roads, 2,700 bridges or other structures, 512 sets of traffic lights, 110,000 street lights, 130,000 road signs, 6,000km of footpaths, 170,000 gullies and 28,000 street trees. In addition, Kent Highway Services looks after 50,000 SU excavations and fields 180,000 calls to a contact centre each year.

By integrating all of these services, the aim is to provide a highly efficient and sustainable service to the people of Kent. As part of the process, the alliance has developed a single organisation with motivated staff who are clear about the partnership's aims and objectives. "As a partnership, we've defined a series of aims that govern the way we work," says Paul Burgess, Major Projects Director of TSEU. "We're working to ensure better, safer roads and pavements. We're also shaping and improving travel choices for the people of Kent. Overall, our task is to improve journey times and enhance public satisfaction with the County's transport infrastructure."

Under the banner 'Unite, Lead, Deliver', the partnership has already made great strides, not least in the efforts made to knit together people and processes from several different backgrounds into one effective organisation. Issues that needed to be tackled included avoiding the duplication of roles across different members of the partnership, changing established working practices, managing the cultural differences between the public and private sector and ensuring that everyone from front line operatives to technical engineers and management have clear lines of communication.

New 3G LED signals with 70% more energy efficiency

On the environmental front, thanks to TSEU's involvement in the KHS Alliance, Kent is the first local authority in the UK to upgrade all its traffic lights and Wait indicators to the new 3G LED signals. The new signals are 70% more energy efficient than conventional signals. They also require less maintenance and have a service life of up to 15 years - backed by a 6-year warranty. The longevity of
the new signals means replacement needs to be carried out less often. TSEU calculates that 400,000 fewer lamps and associated packaging will need to be disposed of over the next 10 years, once 3G LED has been fully implemented. Kent can look forward to achieving payback on the cost of capital procurement and installation within the 6-year warranty period.
